Dear Dr. Khalilzad,

We the Indigenous Peoples gathered in consultation at the Arizona State Capitol take a moment to address your office with the following concerns:

It is our understanding that the United States government has yet to accede to recognizing our rightful standing in the world community as Indigenous Peoples with the Right of Self Determination. We further understand that the present administration of the US government stands opposed to the United Nations Declaration on the Rights of Indigenous Peoples which was adopted by the UN Human Rights Council on June 29, 2006.

Sir, please clarify these points:

What are the specific issues of contest that the US government has in terms of the United Nations Declaration on the Rights of Indigenous Peoples which was adopted by the UN Human Rights Council on June 29, 2006?

By what instrument of discrimination is the concept of “internal self determination” applied to the territories of our Nations and Indigenous Peoples, instead of the full right of self determination defined as a basic human right in international law for all Peoples?

We ask these questions of your office in hopes of timely response, that we may report to our delegations of Indigenous Peoples attending the UN Permanent Forum on Indigenous Issues in May of 2007. Please be aware that the participants of this Indigenous Peoples Consultation, ask these questions with the intent of peacefully resolving issues of dispute and conflict regarding the Rights of Indigenous Peoples that are centuries in the making, and that we hope such an approach may serve as example to the rest of Humanity, in the Spirit of Truth, with equality and justice for all Peoples.
